'Whiting heads to Jerez amidst concerns'

For the life of me (!), why can't F1 be UNlimited?
It's supposed to be the pinnacle of all motor sport, but is continually hampered by stifling design restrictions.
Year after year, innovation is banned; some of which could potentially be applied to the consumer market.
If I think my F1 lawn-mower will run around the track faster than your entry, then I should be allowed to run it.
My solution: Allow any and all design innovation pre and throughout the year.
Post season, all design data released to all teams.
